Liuzhou issues seven policies to develop modern service industry

Liuzhou issued “Policies on accelerating the development of modern service industry” (hereinafter referred to as Policies) recently. The issued seven preferential policies encouraged developing10 major industries including modern logistic and commerce and business, intensifying efforts to promote the development of service industry and forming a dual-industry (advanced manufacturing and modern service industry) support pattern to realize sound and rapid development of economy and society.

The preferential policies for investment are available to 10 major industries: modern logistics, commerce and business, information services, cultural industries, scenic spot development, tourism industry, hotels, modern farm, social services and a series of service industry for science and technology, culture, tourism, energy saving and environmental protection.

According to the Policies, all projects met relevant requirements in municipal districts of Liuzhou City, including Liudong New District and Yanghe Industry New District, will be included into city-level key projects, and major projects will be included into autonomous region level key projects. Unless otherwise specified by the state, the electricity for the projects enjoy the same power price with non-general industrial electricity and the gas for service industry enjoy the same gas price with industry gas to encourage service industry enterprises settling in the industry clusters. The city should first arrange land for preferential projects in the annual land use plan and land supply plan. Liuzhou’s logistic mini truck with Gui B license can have the downtown pass according to the enterprises’ requirements and urban road passing conditions. The city will thoroughly clean up and standardize administrative charges within the service industry and exempt small and micro enterprises from part of local administrative charges. Fees like infrastructure supporting fees of aged service organizations can be exempted and the aged service organizations can enjoy a one-time construction subsidy. Two years’ rent and broadband access subsidy will be provided to indentified makerspace of business incubator base.
