The 6th session of the 10th meeting of Liuzhou CCP was held during 15th to 16th of July 2008. 48 members and another supplementary 9 attended the meeting, as well as government officials from other departments.
The meeting was held by the standing committee of Liuzhou municipal government. The topic of the meeting was: to improve Liuzhou¡¯s social and economic developments under the guidance of Deng Xiaopin Philosophy and the Three Representatives raised by Jiang Zemin.
The meeting has summarized works done in the first half of 2008. During the time, several challenges have been put to the city such as the snow havoc, flood, difficult energy transportation, inflation, and other unpredictable factors in economics. However the city has gone through all of these difficulties under the right direction of the government and the party, achieving goals in economic, social, cultural developments.
The meeting also analyzed future situation faced the city and made plans for that. The ideologies of three integrations, second carving out, economic upgrading and urban transform were put into schedule.
The 2nd Carve Out means to break through the city¡¯s current status and achieve further goal, specifically, to achieve two tops in about three years and to upgrade the economic and urban status within eight years. The main participant of the ideology is the people.
Economic upgrade means construct a superior economic structure by high technology. This would be done in three years however this economic upgrade is a continuous procedures that never ends.
Urban transform means to get better image of the city from a conventional industrial city to a new modern one and from a conventional manufacturing city to a modern living-friendly city, from a secondary industry city to second-and-third industries city. This would be a gradual proceeding in the future.
In 2009, the GDP of the whole city would reach 100 billion Yuan (RMB) and industrial total assets over 200 billion, with government revenue of 20 billion. In 2010, the economic upgrade and urban transform would be achieved and GDP reached 120 billion, industrial total assets over 240 billion and government revenue of 24 billion. By 2015, the city would hold a population of 2 million in urban area and an urban area of 200 square kilometers.
The meeting called for solidarity between the public and the government to achieve the goals set during the meeting. It is believed that our lovely city Liuzhou would have a great future under everyone¡¯s effort.
