The 6th meeting of the 10th session of Liuzhou city meeting was held yesterday (15th) in city town hall. This is an important meeting at such a critical point of history. Secretary of Liuzhou CCP Chen Gang gave his speech called Further Developing Thinking Pattern, Improving Development Environment and the Three Integrations.
The topic of the meeting was: to improve Liuzhou¡¯s social and economic developments under the guidance of Deng Xiaopin Philosophy and the Three Representatives.
The meeting was held by the standing committee of Liuzhou municipal government.
Government officials attended the first meeting were secretary of Liuzhou CCP Chen Gang, vice secretary Zheng Junkang, members of the standing committee Liu Jibin, Su Aiqun, Gan Lin, Zhou Huifeng, Luo Zhenyan, Cui Fangming, Na Xiang, Zhang Fuhai and Cao Jingbiao.
There were another 56 members and pending members of Liuzhou CCP attended the first meeting. These included officers from Discipline Commission, Courts, Department of Public Prosecution, and vice mayor, mayor assistant, vice chairman of Liuzhou CPPCC, retired government officials and officials from local levels of the city. Members of other parties were also invited to present.
Vice secretary of Liuzhou CCP Zheng Junkang chaired the first meeting.
The meeting has achieved its goals of practical solutions, thinking innovation and solidarity improvements.
There are five parts of Chen Gang¡¯s report: the first part is about thinking innovation to improve socioeconomic statues; the second part is about city transform through economic upgrading; the third part is about improving the three integrations by scientific ideologies; the fourth is about improving investment environment and the last part is about to achieve second-time carve out.
The report is a practical guide to future planning in three years and summarized the city¡¯s past experiences. It will play an important role in the city¡¯s future developments.
The report stated that:
The Three Integrations refer to the integration of industrial development and environment protection, the integration of living-friendly city and national economics, and the integration of living standard and social development.
The 2nd Carve Out means to break through the city¡¯s current status and achieve further goal, specifically, to achieve two tops in about three years and to upgrade the economic and urban status within eight years. The main participant of the ideology is the people.
Economic upgrade means construct a superior economic structure by high technology. This would be done in three years however this economic upgrade is a continuous procedures that never ends.
Urban transform means to get better image of the city from a conventional industrial city to a new modern one, and from a conventional manufacturing city to a modern living-friendly city, from a secondary industry city to second-and-third industries city. This would be a gradual proceeding in the future.
The report also stated that these ideologies mentioned above were high integrated which are of a whole development plan of the city.

In 2009, the GDP of the whole city would reach 100 billion Yuan (RMB) and industrial total assets over 200 billion, with government revenue of 20 billion. In 2010, the economic upgrade and urban transform would be achieved and GDP reached 120 billion, industrial total assets over 240 billion and government revenue of 24 billion. By 2015, the city would hold a population of 2 million in urban area and an urban area of 200 square kilometres.
Chen called in the end of the report: Liuzhou is at a matching point now. We must inspire the citizens and encouraged their effort to make our city better. Let¡¯s work together for a better Liuzhou!
After the meeting in the afternoon, members of the meeting had discussions in the afternoon in groups, with secretary, vice secretary and standing members joined each group.
