Liuzhou Municipal Bureau of Human Resources and Social Security


1. Implement and enforce national guidelines, policies, laws and regulations with respect to labor and social security; formulate the city's development planning of labor and social security undertaking, and organize the implementation.

2. Draft local regulations and statutes for labor and social insurance work in line with relevant national laws and regulations; carry out the supervision over and inspection of labor and social insurance work on behalf of the Municipal Government.

3. Formulate the medium- and long-term plans and annual working plans for the development of labor and social insurance work; draw up policies and measures for labor and social insurance work, and execute and supervise their enforcement.

4. Manage comprehensively the vocational training of the city; be responsible for management of work classification, work standard and identification of work qualification; be responsible for management of different kinds of vocational training institutions and affirmation and issuance of the relevant vocational qualification certificates.

5. Manage comprehensively the adjustment of labor relationship in the city; be responsible for management of labor protection and enterprise welfare in the city; to normalize the city's procedures for labor contract system, collective consultation and collective contracts, and coordinate and direct.

6. Handle labor disputes in accordance with laws and regulations, and formulate the labor disputes settlement system of this municipality and the rules of labor arbitration, and organize the implementation.

7. Draw up guiding policies and measures on enterprise employee wages in the city; work out relevant policies on the wage-level guidelines and monitor the wage levels; formulate policies on adjustment of wage income for different industries.

8. Be responsible for management of all kinds of labor and social security funds of the city, and organize the implementation.

9. Draw up policies and measures for labor and social insurance work, and execute and supervise their enforcement.

10. Manage the statistics and information concerning labor and social insurance; work to promote science and technology research in the area of labor and social insurance, application of research findings and related publicity and education efforts.

11. Formulate management rules for social insurance agencies and qualification standards for operational institutions of social insurance funds, work out plans for the establishment of social insurance service system and ensure their implementation.

12. Draw up policies for complementary pension and complementary medicare insurance in government organs, public institutions and enterprises as well as qualification standards for complementary insurance agencies.

13. Be responsible for business cooperation and communication of labor and social security.

14. Undertake other matters assigned by the Municipal Government.
